The Governor has released his revised budget proposal -- called the May Revise -- for the 2010-2011 fiscal year. Unfortunately, this revised budget proposal confirms that California’s economy is still not doing well and tax revenues have been lower than what was expected even just a few months ago. This is bad news for everyone who relies on government services, because it means that further cuts to important programs – including services for people with disabilities -- are likely.
Among the Governor’s proposals is to further reduce funds for regional center operations and service provider payments. His plan calls for the 3% reductions that were instituted some time ago to be increased to 4.25% in the coming fiscal year. Our community has felt the squeeze of the 3% reduction. If this additional cut is enacted, the challenge will be even greater for service providers and regional centers to manage.
It is important, however, to remember that the May Revise is just the first step in a long budget process. This summer will bring hearings about the budget by the Legislature and negotiations between the Governor and Legislature. The budget agreement they eventually adopt is often very different from the May Revise. It is our hope that our elected leaders will do the work necessary to balance the budget in a timely fashion, while preserving critical services and supports for people with developmental disabilities and their families.
