The Prevention Program was established in 2009 to help babies and toddlers who may be at-risk for having a developmental delay or disability, but who do not meet the eligibility requirements for California’s Early Start program. Children eligible for the Prevention Program receive a range of services through California’s 21 regional centers. In Orange County, the program is administered by RCOC.
